About our procurement framework

The PfH Technical Support & Associated Services procurement framework gives social housing organisations access to specialist professional support from day-to-day reactive engineering and design queries to strategic works like net-zero consultancy. Poor technical planning can stall projects and delay improvements for residents. By providing vetted specialists and structured consultancy, this framework helps landlords progress schemes confidently, creating well-managed, resilient communities and better living environments.

PfH has grouped together suppliers across multiple lots (including Engineering, Construction Design Management, General & Net-Zero Consultancy) so landlords can choose the right expertise when you need it. Whether you are managing maintenance, planning a large-scale scheme, evaluating energy performance or ensuring compliance, this agreement gives you vetted suppliers, consistent standards, and full procurement compliance. Technical Support services

What's Included?

  • Engineering & M&E services: Mechanical, electrical and structural engineering support for routine maintenance and larger schemes e.g. fault diagnosis, design of M&E systems, specification, installation oversight, testing and commissioning, and technical supervision during works.
  • Construction design & CDM support: Design coordination and Construction (Design & Management) services including principal designer/principal contractor advisory support, design risk management, preparation of design and technical documentation, and ensuring projects meet CDM requirements.
  • General technical consultancy & surveys: Broader professional services such as architectural support, quantity surveying, project management, stock condition surveys, technical audits, asbestos/water-hygiene advice, feasibility studies, H&S input and specification writing to support planned works and investment decisions.
  • Net-zero & retrofit consultancy: Specialist advice on decarbonisation and retrofit: energy and carbon assessments, retrofit feasibility, pathway planning, PAS-aligned technical input, funding and scheme feasibility support to help plan and deliver low-carbon programmes.

How to use this framework

PfH works with you throughout the entire process – from initial requirement definition, through procurement, to ongoing contract delivery and management. We recommend contacting PfH early to discuss your project requirements and determine the most appropriate procurement route. You can award contracts through two routes: Direct Award or Mini-Competition. Contracts may be awarded for any duration necessary to deliver your requirements.

We work alongside you to ensure suppliers are held to account, performance is monitored, and your contract delivers the outcomes you need.
